Odd little doily, no information available in the clipping that I have about the size of thread or needles. Came to me in a group of patterns all attributed to Herbert Niebling. That's the only basis I have for believing it was designed by Herbert Niebling.
Cast on 8 stitches, join into a round. Repeat the pattern 8 times in total per round. For this placemat, all the rounds are pattern rounds. From 19th to 23rd rounds inclusive - knit all stitches. From the 57th to the 61st rounds inclusive - knit all stitches. From the 62nd round, repeat 16 times per round. From the 71st round, repeat 32 times per round. After the 75th round, crochet off all stitches: join 5 stitches together with a single crochet stitch. Crochet 10 chain stitches after each group. Starch and block as desired.
