I have a feeling that this is a Herbert Niebling design, but I don't know for sure. However, it does have the hexagonal mesh common to HN designs, and it is published in a Russian book or booklet which contains at least one other Herbert Niebling design without attribution. You can see a bit more here.
It's very pretty, and relatively simple to knit. Cast on 8 stitches and repeat the chart 8 times per round. Bind off with a crochet hook, decreasing as shown in the last round. Chain 12 between the decreases.
